Maryna Korzh , Andriy Gaievskyi , Karyna Hurdzhyian doi: http://dx.doi.org/10.21511/ppm.15(4).2017.01Problems and Perspectives in Management Volume 15, 2017 Issue #4 pp. 1-16
Views: 1191 Downloads: 231 TO CITE АНОТАЦІЯNowadays, the Ukrainian economic system is facing difficulties because of country’s integration into the world globalization processes, and crisis phenomena create uncertainty and lack of stability to entrepreneurship that results in the increase in risk of international business processes. Therefore, assessing the marketing performance of a domestic enterprise under the instability is of particular interest. This requires for quantitative and qualitative system-based and situational reasoning of its marketing development plan. The main objective of the paper is to determine the methodological approaches to assessing both the quantitative and qualitative results of an enterprise’s marketing performance. It is determined that in the current context of the national economic system, the operation of business must include the actions directed to mutually agreed economic, image-building, informational, environmental, and social goals. In this regard, the concept of marketing strategy of an enterprise’s functioning and development in a volatile environment based on the system-based and situational approach is developed, and the assessment tools to evaluate marketing strategy performance are proposed (marketing performance evaluation model based on sales revenue index; forecasting the amount of profit from participation in international business processes; plan of actions in cases of forecasting the profit from participation in international business processes taking into account the effectiveness of marketing strategies realization; PSR-FM method that allows to integrate evaluation results of customers’ perceptual and transactional loyalty). The approaches to assessing the effectiveness of the enterprise’s marketing strategy development allow to analyze both the marketing performance of an enterprise at large and the specific marketing initiative regardless of area of economic activity.

A methodological approach to forecasting spatial distribution of workplaces in an industrial metropolis
Victoria V. Akberdina , Oksana V. Tretyakova , Andrey I. Vlasov doi: http://dx.doi.org/10.21511/ppm.15(4).2017.05Problems and Perspectives in Management Volume 15, 2017 Issue #4 pp. 50-61
Views: 830 Downloads: 263 TO CITE АНОТАЦІЯMany world cities retain their unique industrial status. Such a feature of the economy of an industrial metropolis imposes additional requirements on the development of the forecast of spatial distribution of workplaces. The article highlights the contradictions of the long-term development of an industrial megalopolis, which become scenic forks, when forecasted. These include optimization of the industrial and trade-service sectors of the economy, the ratio of inertial and innovative development vectors, variability of migration flows and the choice of the agglomeration model type. The article is devoted to the problem of forecasting the development of a large metropolis, where the industrial sector plays a significant role in the economy. At the methodological level, the article justifies principles of spatial development of an industrial metropolis. The article describes forecasting tools for spatial location of workplaces, based on a combination of several models. The study was performed through the example of Ekaterinburg – the industrial capital of Russia; the metropolis scenarios were justified until 2035; the forecast of spatial distribution was calculated through the example of the two sectors competing for investments – industrial and trade-service. The authors substantiate spatial distribution of workplaces taking into account the projected number of people employed, the number of population of working age and distinguishing features of transport behavior of citizens. The paper demonstrates that the number of large industrial enterprises in a historically industrial center and its first zone decreases, and the modern industry in the form of small and medium-sized businesses located in industrial parks commence gradually forming a circuit with nodes on transport routes towards the largest consumer territories.

Views: 933 Downloads: 158 TO CITE АНОТАЦІЯThe development of the world economy is accompanied by the emergence of new causal relationships that shape the conditions and determine the features of the economic development of the regions of Ukraine in a complex and changing environment. Modern economic development requires searching for new effective means of planning to increase the level of welfare as the basis for the socio-economic development of the state as a whole. To solve this problem, indicative planning methods can be used. The purpose of the study is to develop the directions of indicative planning to ensure the socio-economic development of the regions of Ukraine in the conditions of economic transformations. The object of research is the process of socio-economic development of the regions of Ukraine, which is based on the use indicative planning methods. Planning of social and economic development in the dynamic conditions of structural and organizational transformations of the national economy, starting the investment and innovation activity is an actual, complex and multifaceted problem. For its effective solution, it is necessary to use effective means of economic appraisal of expediency, effectiveness and risks of socio-economic transformations, as well as appropriate means of planning, which should include indicative planning. The use of indicative planning is an adequate means of establishing substantiated guidelines for balanced socio-economic development at the macro level. Usage of the indicative planning system in general is decided according to the principle: the market – as much as possible, the plan – as needed.

Application of the methodology for determining the “growth poles” of the region’s industrial economy in the system of public administration
Nadiia Pysar doi: http://dx.doi.org/10.21511/ppm.15(4).2017.07Problems and Perspectives in Management Volume 15, 2017 Issue #4 pp. 72-85
Views: 1221 Downloads: 215 TO CITE АНОТАЦІЯThe article deals with the topical issue of applying the theory of “growth poles” to the economic development of Ukraine. A variety of theoretical definitions of the “growth pole” concept existing in the world economic and scientific thought has been studied. The ways and issues of practical application of the theory of “growth poles” for the Ukrainian economy have been identified. It has been proved that the formation of “growth poles” in industry is the determination of priority locomotive branches of the region’s industrial economy. The possible mechanisms of their localization in the form of growth areas have been substantiated. The methodology for determining “growth areas” of the industrial region has been developed and applied to the industry of the Carpathian economic region. In order to identify regional economic growth areas, Ivano-Frankivsk, Lviv, Chernivtsi, and Zakarpattia regions have been analyzed, evaluated, and classified for the period 2011–2016: by the relative share of the industry in the total output produced in the region of interest; by the relative share of unprofitable businesses in the industry; by the level of profitability of industries (goods) and by the monetary value of the profit earned by industries. The procedure for classifying the branches has been put forward for the purpose of identifying economic growth areas by totality of leading businesses and by fiscal performance (size of tax payments) of industries. It has been proved that the advanced development of the region’s industrial economy is possible as a result of intensifying the areas of the growth poles, with the priority innovative and investment projects for the development of the locomotive regional branches serving as the principal growth areas of the regional economy.

Econometric analysis of the structure and sustainability of Ukraine socio-economic system in the context of the economic systems theory
Victoriia Dergachova , Maryna Kravchenko , Alexander Zgurovsky doi: http://dx.doi.org/10.21511/ppm.15(4).2017.08Problems and Perspectives in Management Volume 15, 2017 Issue #4 pp. 86-99
Views: 874 Downloads: 173 TO CITE АНОТАЦІЯThe article is devoted to the development of a conceptually new systemic structural approach to the study of sustainability of economic systems. The problem of ensuring sustainability of economic entities remains unsolved, largely due to the lack of the necessary methodology. In the article, the approach is shaped by new economic systems theory, which implies the division of all economic systems into types depending on their spatiotemporal localization. Applied research of socio-economic system of Ukraine in its context is implemented by econometric modeling using data mining techniques and by calculating the economic sustainability index using the author’s techniques. The indicators, announced by the State Statistics Service of Ukraine, as well as the ranking and indexing results, presented by leading international organizations, are used as the parameters. Alternative hypothesis about preconditioning of economic sustainability of the macro-level system by the structural balance of its four subsystems with different spatial and temporal localization is confirmed. The results of modeling have shown a number of interesting, previously not formalized, patterns of the country’s development and have allowed to better understand the forming mechanism of its sustainability in different periods during 2000–2015. Both the methodology itself and the empirical results obtained on its basis open up a wide variety of perspectives of micro and macroeconomic analysis.

Views: 1066 Downloads: 220 TO CITE АНОТАЦІЯCredit unions increase social orientation and efficiency of the market economy by providing their members with necessary financial services on a non-profit basis. Unfortunately, the role of credit cooperation is underestimated in Ukraine. The article investigates factors, condition and prospects for the credit unions’ development as an important component of Ukrainian economy. Both optimistic and pessimistic scenarios of credit unions’ development in Ukraine have been provided based on forecasts involving methods of analytical equalization of dynamic series, correlation and regression analysis and extrapolation. Analysis of the main indicators of credit unions’ activity in Ukraine between 2004 and 2016 made it possible to detect that between 2008 (when indicators were the highest) and 2016 there was a downward trend in the number of credit unions (by 41%), membership (by 76%), total assets (by 66.5%), deposit and loan portfolios (by 79 and 68%, respectively) with a relative stability of capital ratio (by 39%). Creating a cooperative cluster which will be able to combine the material, monetary and labor resources of all major types of cooperatives in the country at the regional level has been outlined as one of the means to increase the credit unions competitiveness in Ukraine. Therefore, the purpose of the article is to assess the state and forecast trends in the development of credit unions in Ukraine in order to identify the prospects for their functioning in the future.

Views: 1567 Downloads: 815 TO CITE АНОТАЦІЯDevelopment of cluster structures is a priority for the knowledge and information economy development and an important prerequisite for effective strategic partnership of logistically and geographically related entities of the economic system. The practice of tourism business shows that it is in the conditions of the development of enterprises cluster systems that will be able to form unique competencies, optimally use the resource potential and strategic opportunities, and obtain synergistic and multiplicative economic benefits. Given the situation, tourism clusters development is considered one of the most promising formats of strategic partnership and predetermines the theoretical field of modern scientific research. The need for a constructive rethinking of the mechanisms of economic actors’ convergence based on cauterization; definition of preconditions, stages, and processes of formation and development of tourism clusters is an unsolved theoretical and applied problem.
The article is devoted to the procedures identification and interpreting the formation of tourism clusters; systematizing the conditions and factors influencing the clasterization in Ukraine. The work developed recommendations for the successful development of tourism clusters, in particular, the author’s vision of identifying structural and functional components of the tourism cluster; establishing interrelations and relationships between participants; definition of tourist attractiveness of the destination for the development of cluster initiatives; algorithmization of the participant’s entry to the cluster; developing scenarios for the development of tourism clusters in Ukraine. The results of determining the participants’ interaction intensity in the tourism cluster are presented, and the effectiveness of the cluster system development based on a set of economic, social and environmental criteria is evaluated.

Views: 934 Downloads: 158 TO CITE АНОТАЦІЯWestern analysts are still pessimistic about the prospects of technological (innovative) business in Eastern Europe. Not only unsatisfactory domestic economic processes, but also the current global economic structural and industrial transformations are the factors of the decline and backlog in Ukraine. However, unfortunately there is no doctrine in Ukraine to overcome them.
The paper deals with the problems of regulation and stimulation of the innovation component of economic growth of enterprises, industries and regions through integrated use of all possible activators.
Transformational and overtaking economies are imposed to follow inertial growth strategy based on the ideology of neo-liberalism and market fundamentalism. A flexible and effective protectionist policy and state strategy to stimulate the growth of sectors are especially important. The new government policy of economic growth of Ukraine should take into account that innovatization and intellectualization of macroeconomic processes are the defining vectors in a global terms. This new policy should integrate the concepts of innovatization and renewal innovation of industrial foundation of the country. “Falling out” of the process of intellectualization of economic life would mean the loss of even theo¬retical perspectives to catch up the leading countries of economic progress. The role of the state, its “hard” and “diffuse” institutions should be rethought in the process of the development of a modern market infrastructure and institutions of developed market relations in Ukraine. So the ways of state impact on socio-economic processes should be improved. Comprehensive incentive mechanisms such as activators of innovative processes are necessary to develop in the global competition and “global” fight against protectionism instead of clear policy prescriptions. -

Views: 862 Downloads: 136 TO CITE АНОТАЦІЯAt present, the system of ensuring economic security of the agrarian sector of Ukraine is not effective enough. This is primarily due to the fact that at the state level, there are no clear national decisions on ensuring the economic safety of the agrarian sector. The study established that development of economic safety system for the agrarian sector should take into account its resistance to external and internal factors, which could lead to systemic crisis in the agrarian sector development. In this regard, the category of the agrarian sector’s economic safety can be interpreted as the state of agrarian economy sector protection from all kinds of threats, which enables it to form and implement its own economic policy in the field of regulation and stimulation of the agrarian sector development in the indicative limits established by the state, as well as to provide economic stability and the ability of the agrarian sector to reproduce and develop. The strategic goal of building a comprehensive system of agrarian sector economic safety is to create the necessary conditions for the development of agrarian sector enterprises and to provide economic stability and territory socio-economic development stability. In order to achieve this goal, a task tree and an algorithm for building an integrated system of Ukrainian agrarian sector economic safety have been developed.

Views: 956 Downloads: 231 TO CITE АНОТАЦІЯWorld experience shows that improving the equipment and machinery supply efficiency in all economic sectors and, thus, contributing to the country’s economic growth can be achieved through the effective functioning of the financial and credit mechanism for performing leasing operations. Given that Ukrainian leasing market is at the formation stage and the economy is in the crisis, the issues of improving the leasing industry activity are extremely important for Ukraine.
Thus, the purpose of the article is to study the worldwide experience of the functioning of the financial and credit mechanism for performing leasing operations and to substantiate the need to implement new leasing tools and forms in Ukraine and the use of new financing sources for leasing operations.
It is determined that in order to improve functioning of the financial and credit mechanism for performing leasing operations in Ukraine, it is necessary to diversify financing sources of leasing operations by using institutional investors’ or venture capital investors’ funds and certificates, pools of securities provided with assets, which is a lease agreement. At the same time, as experience of the developed countries shows, new instruments and forms of leasing operations should be applied in Ukraine, in particular securitization, venture leasing, complex and operational leasing, which should improve the leasing industry activity. It was revealed that the secondary leasing market development in Ukraine should help to reduce the leasing companies’ vulnerability to the risk of equipment price change.
During scientific research, the methods of logical generalization and scientific abstraction, the statistical method (to analyze the leasing market development in the world and in Ukraine), the graphical method (for the changing dynamics of the main indicators of Ukrainian leasing market development), the comparative analysis method (while comparing the features of the functioning of the financial and credit mechanism for performing leasing operations in developed countries and in Ukraine) have been used.
Research results provide grounds for arguing that in order to improve the leasing industry activity in Ukraine, it is necessary to improve the financial and credit mechanism for performing leasing operations directly through the tools, forms and leasing operations financing sources diversification -

Furthermore, the willingness to engage in innovative behavior depends on individual differences. Therefore, the authors tried to examine the role of individual differences, drawing from self-monitoring theory. The surprising findings were the quality of relationship between employees and their peers did not affect employee image risk and self-monitoring did not moderate the relationship between expected image gain and innovative work behavior.

Corporate Social Responsibility or Corporate Social Irresponsibility: where should be the focus?
Problems and Perspectives in Management Volume 15, 2017 Issue #4 pp. 293-301
Views: 1811 Downloads: 446 TO CITE АНОТАЦІЯWith multiple scandals and a host of disingenuous actions creating ripples across the corporate world, it is high time that Corporate Social Irresponsibility (CSI) is accorded the due importance, at par with Corporate Social Responsibility (CSR), by academia and the industry. CSI refers to situations wherein firms fail to meet a “minimum behavioral standard with respect to the corporation’s relationship with its stakeholders”. There have been many instances wherein CSI and corporate wrongdoings have been covered up with CSR. Many scholars consider CSR and CSI as opposite forces that are interconnected and interdependent, and take turns in giving rise to each other. CSI, being an emergent and a topical subject area, is yet to develop in terms of theory, and is still evolving. The present work attempts to motivate further investigation in the emerging area by presenting theoretical views and available accumulated empirical works. The study has puts across a fair view of the topic. It is expected that the present work will stimulate scholars to take up further investigation in the emerging area.
