Yuriy Petrushenko , Nadiya Kostyuchenko , Denys Smolennikov , Anna Vorontsova doi: http://dx.doi.org/10.21511/ppm.15(3-1).2017.02Problems and Perspectives in Management Volume 15, 2017 Issue #3 pp. 183-192
Views: 1048 Downloads: 249 TO CITE АНОТАЦІЯTo date, the promotion of local development of the territorial communities by means of the financial policy tools is one of the priority directions of scientific research not only in Ukraine, but also throughout the world. The article presents the results of the study of the impact of the participatory financing (attraction of the financial resources of community members, central and local budgets and the international donors) on the social capital of the territorial communities of Sumy region on the basis of the results of two phases of the project “Community-based Approach to Local Development”, which has been implemented in Ukraine by the United Nations Development Program since 2007. The main purpose of the article is to confirm the hypothesis that the participatory financing contributes to the social mobilization of the community residents, which leads to the activation of the “dormant” potential of collective actions and the desire of people to help themselves, as well as to improve some indicators of social capital. The difference-in-differences method and the multivariate regression analysis were used for the study. According to the results of the study, the characteristics of social capital, such as (anti)paternalism, the presence of traditions in community, involvement in social activities, collective action and cooperation are the most affected by the impact of participatory financing.

Views: 1898 Downloads: 251 TO CITE АНОТАЦІЯThe concept of learning cities and regions is recently becoming widespread both in the European and global theory of regional development acting as a tool for successful local socio-economic development management of a city and region, development of their human potential, the basis of the regional education policy of countries. Analysis of theoretical principles and, particularly, the practice of implementing the concept of learning cities and regions for Ukraine is currently a necessary condition for its sustainable development, full entry into the European and global economy, as well as the educational space. All mentioned above makes relevant the research of theory and practice of the European and world regional education policy on the example of learning cities and regions. The article analyzes the potential of the Composite Learning Index and European Lifelong Learning Index to monitor the progress of lifelong learning as a tool for local development management and proposes the list of indicators and measures – the Ukrainian Lifelong Learning Index – adapted to the Ukrainian education area.

Yuriy Petrushenko , Liudmyla Kozarezenko , Aldona Glinska-Newes , Maryna Tokarenko , Maryna But doi: http://dx.doi.org/10.21511/imfi.15(4).2018.27Investment Management and Financial Innovations Volume 15, 2018 Issue #4 pp. 332-344
Views: 1244 Downloads: 614 TO CITE АНОТАЦІЯDespite the increasing role of cross-border payments within the globalization processes and rapid growth of venture sector, an issue of its implementation remains to be a debatable point for many countries. The paper identifies disruptive challenges for financial institutions need to adapt. The research investigates the value and the investment flows structure as most obvious indicators of FinTech and describes types of payments relationships there. The paper considers relationships between enterprises, financial institutions and individuals, which are formed in digital payments. To understand the difference between regular cross-border money transfers and P2P cross-border money transfers with TransferWise, both mechanisms were researched and the benefits underlined. For Ukraine, the improvement of existing cross-border payments system with FinTech is a crucial challenge. That is why it is important to focus on providing knowledge for people, supporting start-ups in the sector and learning the best implementation practices. A great example of cross-border payments of FinTech in Ukraine is TransferWise. The difference between regular cross-border money transfers and peer-to-peer (P2P) money transfers appears in its benefits, such as lower and more expectable transfer fee, mid-market exchange rate, less transaction period. By transforming existing cost structures and mitigating market imperfections, they provide innovative services that meet the users’ needs for speed, trust, low cost, usability, security and transparency. The results show high potential of FinTech for cross-border payment processing.

International aspects of assessing the logistic potential of the main countries of agricultural production
Leonid M. Taraniuk , Jianping Wang , Hongzhou Qiu , Yuriy Petrushenko , Karina Taraniuk doi: http://dx.doi.org/10.21511/ppm.17(3).2019.03Problems and Perspectives in Management Volume 17, 2019 Issue #3 pp. 31-44
Views: 841 Downloads: 147 TO CITE АНОТАЦІЯOne of the main conditions for improving the overall competitiveness of the country is the formation of its sustainable logistic potential, since logistics is responsible for promoting the country’s products, both in the domestic and foreign markets. This is also characteristic for agricultural companies of the main countries of agricultural production in the world, which need to manage their logistic business processes effectively. The business processes of logistics sphere include the processes of warehousing, transportation and further distribution of agricultural products between the entities of the agrarian market (warehousing, traders, wholesale and retail trade network, consumers) at the national, as well as international level. Internationalization of agricultural production includes the formation of cooperative industrial relations in the agrarian sphere between the countries in the chain of “production, processing and marketing”, and the management of business processes in the logistics sphere. The latter is characterized by the business process management of the warehousing, transport, distribution areas at the national and international levels and food safety, which represents increasing demand for food in many countries of the world. These are some of the main signs of sustainable logistic development at the national and international levels. A methodical approach to assessing the logistic potential of the main countries of agricultural production in the world is improved; this method is characterized by a set of competitive elements and includes the assessment of logistics management of countries by blocks: product safety, internationalization of production and logistics, management of business processes. The result of this improved method of assessing the logistic potential of the world countries is a developed criterial basis, which allows making effective managerial decisions at the interstate and state levels regarding the logistic development of agrarian productions.

The impact of decentralization on the financial support of regional development
Oksana Tulai , Yuriy Petrushenko , Jozef Glova , Iryna Sydor , Oksana Ponomarenko doi: http://dx.doi.org/10.21511/imfi.16(4).2019.01Investment Management and Financial Innovations Volume 16, 2019 Issue #4 pp. 1-15
Views: 1314 Downloads: 174 TO CITE АНОТАЦІЯNowadays in Ukrainian realities decentralization, as a process of expanding and strengthening the rights and powers of administrative-territorial units, contributes to the development of financial innovations, the accessibility of public goods, and improvements in the quality of life of the population.
The aim of the article goal is developing the recommendations for improving the financial support of the regions by introducing new tools of influence of communities and local self-governments on the economic growth of territories.
Using the methods of factor analysis, regression analysis, and significant components, the article determines the impact of regional economic development on the revenues of local budgets. The empirical findings show the close correlation between budgetary decentralization and industrial capabilities of the regions. A cluster analysis was carried out to identify the asymmetries of regional development in terms of financial capacity. It enabled to distinguish homogeneous groups of areas according to the indicators of their economic development. On this basis the authors substantiated the necessity of entrepreneurial activity stimulating, increasing the number of companies, and promoting a continuous flow of goods (works, services) from the producer to the consumer in different regions of Ukraine. -

Views: 548 Downloads: 122 TO CITE АНОТАЦІЯThe issues of recognizing the rights of the LGBTQ+ community around the world and developing appropriate anti-discrimination policies and laws are one of the main topics for discussion in the global agenda. This is due to the commitment of the world community to protect human rights and meet the needs of society. The paper aims to assess the relationship between socio-economic development indicators of some European countries and the Rainbow Europe Index. To find out how discrimination against the LGBTQ+ community affects various social and economic development indicators of some European countries, a data matrix was developed and the Spearman rank correlation coefficient was calculated. The obtained results confirmed a positive relationship between the Rainbow Europe Index and GDP per capita, the Human Development Index, the Corruption Index, and the Index of Happiness. Calculations have shown that the Rainbow Europe Index had a significant impact on these indicators. The study proved the dependence of indicators and demonstrated the need to provide freedoms and rights for LGBTQ+ affiliated members in Ukraine and other European countries.

SDG 4 and SDG 8 in the knowledge economy: A meta-analysis in the context of post-COVID-19 recovery
Inna Makarenko , Alex Plastun , Yuriy Petrushenko , Anna Vorontsova , Stanislaw Alwasiak doi: http://dx.doi.org/10.21511/kpm.05(1).2021.05Knowledge and Performance Management Volume 5, 2021 Issue #1 pp. 50-67
Views: 2083 Downloads: 352 TO CITE АНОТАЦІЯAlmost all human activity spheres, from the health care system to the education system, were unprepared for the pandemic. This, in turn, has slowed down the progress in achieving sustainable development goals. The Sustainable Development Goals 4 “Quality Education” and 8 “Decent Work and Economic Growth” were particularly vulnerable. In addition, the widespread concern was caused in the context of the transition to a “knowledge-based economy”. This paper analyzes the readiness of the scientific community to provide preconditions for the acceleration of these SDGs achievements. To do this, a meta-analysis of the academic literature on SDG 4, SDG 8, and the knowledge-based economy during 2015–2021 was conducted. Several special methods and instruments were used, including Scopus, WoS, VosViewer, Publish or Perish, Google Trends, and Google Books Ngram Viewer. The results show the inability of the modern academic community to provide a theoretical and empirical framework for a successful transition to a knowledge-based economy, taking into account the need to achieve sustainability. This is partly due to the relative subject novelty and the lack of academic attention. The challenges posed by the pandemic (lockdowns, unemployment, closing of educational institutions, financial flows reorientation, etc.) together with potential threats (new pandemic, climate change, population displacement, armed conflicts, etc.) necessitate a radical intensification of academic activity in economics to achieve SDGs.

Assessment of the external debt impact on a country’s economic development indicators: Evidence from Ukraine
Yuriy Petrushenko , Maxim Korneyev , Natalia Nebaba , Olena Banchuk-Petrosova , Anna Bohorodytska doi: http://dx.doi.org/10.21511/imfi.19(1).2022.28Investment Management and Financial Innovations Volume 19, 2022 Issue #1 pp. 360-369
Views: 747 Downloads: 284 TO CITE АНОТАЦІЯExternal public debt is not only a means of raising funds to finance public needs, but also an effective tool for stabilizing a country`s economic development, the assessment and analysis of which allows making effective management decisions at the state level and developing effective measures to improve the economic and debt situation. The paper aims to assess the impact of external public debt on Ukraine’s economic development indicators (GDP, foreign direct investment, foreign exchange reserves). In order to achieve the stated goal distributed lag models are used, which allow modeling a country’s economic development (according to key indicators) within certain forecast scenarios. The study covers the period from 2009 to 2021. An analysis of the dynamics of external public debt in Ukraine led to the conclusion about the unstable debt situation in Ukraine and a significant increase in external debt in recent years. Econometric models with a distributed lag of three years are built and the results of the influence of external public debt in different time periods are analyzed. The average lag in the built models is about one and a half years (for GDP) and two and a half years (for foreign direct investment). This value indicates that the average change (increase/decrease) in external public debt will change economic development over time. A positive conclusion is made on the possibility of not only assessing the time lag between the indicators, but also on the prospects for forecasting both the public debt and key indicators of Ukraine`s economic development.

Views: 1251 Downloads: 910 TO CITE АНОТАЦІЯThe average agriculture output growth between 2011–2020, which stood at 3.5% against the backdrop of over 2.6% population growth rate, accounts for the present food insecurity, hunger, and malnutrition in Nigeria. The study aims to examine the impact of population growth on food security in Nigeria with data covering 1986–2020. The study employed two models: the first model analyzed agriculture output as a function of population growth rate. The second model examined the impact of population growth and agriculture productivity on economic growth. The Cochrane-Orcutt iterative method on an ordinary least squared (OLS) was employed. The study results found that population growth had a significant impact on agriculture output. However, the paper further substantiated that economic growth is significantly and positively responsive to changes in agriculture output and population growth rate in Nigeria. Among other things, the study recommended the government consider an increase in budget allocation to the agriculture sector so as to boost food output. Finally, the government may also consider introducing a policy that would encourage small families, thereby reducing the country’s population growth rate.

Views: 604 Downloads: 244 TO CITE АНОТАЦІЯIn the conditions of the war of russia against Ukraine, which began on February 24, 2022, Ukrainian universities are playing roles that were not characteristic of them in peacetime. To the greatest extent, this concerns the university’s third mission, serving society and responding to its urgent needs. The purpose of this study is to identify and characterize new meaningful directions for implementing the third mission of the university in the conditions of war and post-war reconstruction. The study uses quantitative and qualitative bibliometric analysis combining various methods, in particular, quantitative and dynamic analysis of publications and citations, keyword analysis, cluster analysis and content analysis of publications.
The study’s results proved the lack of conceptual studies devoted to the role of universities in the war and post-war reconstruction. The main clusters of implementing the third mission of universities and the existing and potential areas of activity of Ukraine’s universities during the war and post-war reconstruction that belong to them were determined. In conclusion, it is substantiated that a new dimension of the mission of universities is being formed, which is at the stage of its formation and needs time for the necessary transformations. Depending on the consequences of the war in Ukraine, it can be a separate cluster of the third mission of universities, and the selection of a new fourth mission of universities, dedicated to peacebuilding and the role of the university during the war and post-war recovery.Acknowledgment

Affordable housing for internally displaced persons: The priorities for investment and development in Ukraine
Lyudmyla Alekseyenko , Oksana Tulai , Yuriy Petrushenko , Andriy Kuznietsov , Julia Derkash doi: http://dx.doi.org/10.21511/imfi.18(1).2021.09Investment Management and Financial Innovations Volume 18, 2021 Issue #1 pp. 101-113
Views: 948 Downloads: 433 TO CITE АНОТАЦІЯThe institution of home ownership provides for the functioning of affordable housing for low-income people and new groups in need of social protection, including the reintegration of migrants to new places of residence.
The aim of the study is to substantiate the priorities of investments into affordable housing for internally displaced persons promoting their adaptation and social reintegration in the context of administrative-territorial decentralization.
The study is based on use of empirical, economic and statistical methods, which in the process of correlation, regression and canonical analysis showed that many indicators that characterize the housing market are closely correlated with the scale and development level of administrative units in Ukraine. To characterize the state and investment attractiveness of the residential real estate market, a set of indicators was used in the modeling: population, the number of employed, household income, regional domestic product, volume of commissioned housing, construction investments, regional human development index, total housing stock, housing prices in the regions of Ukraine and Kyiv. The most significant parameter that affects the volume of housing construction is the amount of investments into per capita housing construction.
The article also discusses the housing market situation, which differs in regions or some cities due to the significant differentiation of their development, which affects the ability to obtain affordable housing. The implementation of regional development programs should determine investment priorities of social protection, particularly the possibility of buy-out schemes through the mechanism of leasing of social housing by internally displaced persons.Acknowledgment

Views: 153 Downloads: 23 TO CITE АНОТАЦІЯRussia’s open aggression against Ukraine has resulted in significant changes across all sectors of the Ukrainian economy and its financial sphere, including financial security. The paper aims to identify the impact of the primary macroeconomic determinants, i.e., military defense spending, non-performing bank loans, exchange rate, foreign debt, and state (total) reserves, on the financial security of Ukraine under martial law. The canonical correlation analysis is employed to assess the strength of the relationship between the above macroeconomic indicators and the level of the state’s financial security. It was found that the reduction of the state’s financial security level in 2022 was 63.9%, explained exactly by the changes in the above macroeconomic determinants after the start of a full-scale invasion. The study determined the degree of influence of each indicator on Ukraine’s financial security level. An increase in the level of military defense spending, non-performing bank loans, hryvnia’s devaluation, and external debt growth had a direct negative impact on Ukraine’s financial security. At the same time, an upsurge in total reserves had an indirect negative impact (through the external debt growth). The research findings confirm the necessity for effective monitoring and management of the macroeconomic indicators to maintain both Ukraine’s financial security and macro-financial stability in order to ensure its’ sustainable economic development during the postwar recovery period.

Views: 677 Downloads: 151 TO CITE АНОТАЦІЯThe world economy is in an unprecedented situation, caused by the COVID-19 pandemic and the health care crisis. It’s currently difficult to predict all the consequences, but there are undoubtful changes in migration flows, unemployment and poverty increase, and their impact on national economies and globally. The paper aimed at analyzing the cases of educational reforms in different countries, revealing new trends in education and learning that may prevent labor migration or mitigate it. To support feasibility of the study, a bibliometric analysis was implemented on the basis of Scopus tools and VOSviewer software. In this paper, the content analysis of several cases in a sphere of educational reform was performed, namely educational systems of some EU countries and their former members (UK, France, Finland) as well as the most developed world economies (USA, China, and Japan). The distance learning is considered as fundamentally necessary in today’s conditions and a milestone of the global educational system development. The paper investigates the essence and distribution of mass online courses as a typical type of distance learning. The case of virtual exchange that was managed and organized by several institutions within the COIL initiative was also analyzed the alternative to traditional learning. The recommendations about the further development of educational systems were made, as well as suggestions about the competitiveness of national economies due to the migration process.
