Views: 665 Downloads: 258 TO CITE АНОТАЦІЯAmidst the complex geopolitical dynamics of Central Asia, Kazakhstan grapples with urgent water security issues exacerbated by climate change, underscoring the critical need to examine this issue within the context of regional security. Therefore, this study seeks to comprehensively analyze Kazakhstan’s water security policy, examining its various elements and components at national and regional levels. Using system analysis and statistical techniques, data were collected from an array of sources, including strategies, development plans, statistical reports, analytical articles, methodological guidelines, and official government and international organization websites. The analysis revealed key challenges in Kazakhstan’s water security, including deteriorating infrastructure, outdated management practices, vulnerability to floods and low water levels, inadequate training, and regulatory deficiencies. A novel approach is offered by examining current trends in Kazakhstan’s water security domain, which involves scrutinizing the activities of relevant state bodies and analyzing regulatory frameworks amid rapid climate shifts. Additionally, the heightened potential for conflict across the continent was recognized. Despite earnest attempts to mitigate these challenges, the country confronts imminent water shortages exacerbated by heightened consumption and dwindling runoff from neighboring states. In light of these findings, policymakers and stakeholders are urged to devise robust policies and management strategies aimed at fortifying water security and addressing the underlying vulnerabilities in this critical domain.

Views: 197 Downloads: 74 TO CITE АНОТАЦІЯThis study examines the role of public administration tools in special economic zones (SEZs) in China and Kazakhstan. The aim of this study is to conduct a comparative analysis of public administration tools in SEZs of both countries, focusing on governance models, regulatory frameworks, investment incentives, and their impact on economic performance. The methodology includes a review of the historical development and current practices of SEZs in both nations, especially comparing the special economic zones of Shenzhen and Astana. This involves analyzing governance structures, tax incentives, and policies impacting FDI and technology transfer using both qualitative and quantitative data. The study concludes that the effectiveness of public administration tools in SEZs depends on governance structures and alignment with national economic goals, highlighting the need for flexible governance models to maximize the economic benefits of SEZs. Findings indicate that China’s decentralized governance was a key factor in its significant and rapid economic growth, providing an example for Kazakhstan to study further and potentially implement, as it grants more decision-making autonomy to local SEZ authorities. The key recommendations are that the adaptivity of public administration strategies plays a vital role in fostering the efficiency of SEZs and attracting high technological industries for Kazakhstan.
