According to the current trends of the ICT development, digital transformation is becoming a key requirement in many social spheres. Digital technologies have proven their importance not only by significantly increasing efficiency of activities, but also by their general convenience and broad opportunities for users. The transition to digital principles is especially important in the field of social protection as it determines the welfare of the popula- tion, social security and social stability of the country, especially in crisis conditions. The purpose of the study is to substantiate the strategic foundations of the formation of digital social protection of the population in Ukraine, and its object is the system of social protection. The research methodology is based on a comparative analysis of the global and domestic practices of social protection on a digital basis and content analysis of the legal framework for the digital transformation of the social sphere in Ukraine. The study showed that the global prerequisites for the digitalization of social protection, as well as national factors, on the one hand, accelerated the implementa- tion of digital technologies for the provision of social assistance in Ukraine, and on the other hand, inhibited and underestimated the possibilities of their successful use. Digital technologies, which are widely used in the provi- sion of public services, also prove their effectiveness in the practice of social protection and have significant ad- vantages compared to its traditional form. However, the processes of digitalization of financial and non-financial components of social protection – social payments and social services – have certain differences due to different organizational procedures and technological processes. Social e-services created in Ukraine only partially cover the components of the social protection system that exist in Ukraine. Therefore, the results of the study are aimed at building a successful social protection system based on a single digital system.

    Economic growth is exposed to many socio-economic factors that impact both the formation and allocation of resources. The theoretical part of this article discusses studies by various authors on the social expenditure impact on economic growth, the dependence of this influence on selected funding principles and social policy models. In the empirical part, using the Pooled Mean Group (PMG) procedure and the Fixed Effect Model, the impact of social expenditure on the economic growth in OECD countries is determined. An increased focus is put on assessing the long-term impact of the main types of social expenditures (public and private), based on different financing principles (distribution and accumulation), on the economic growth rates both in OECD in general and in the context of countries (based on the Esping-Andersen’s typology) grouped according to social policy models. The following conclusions are drawn: 1) an increase in the share of total social expenditures in the country’s GDP negatively affects economic growth; 2) an increase in the share of private social expenditures in the country’s GDP contributes to economic growth; 3) the obtained indicators of impact assessment are different depending on a social policy model chosen. The analysis is based on OECD panel data for the period 1980–2013.

    Devastating effects of the COVID-19 pandemic throughout the world enhance the societal requests for effective healthcare and social protection systems, modern education, and high-quality infrastructure. In Ukraine, education, healthcare, and social services have been chronically deteriorating, and the corona-crisis has further exacerbated their state and increased poverty in the country. The aim of this study is to reveal the main weaknesses of fiscal policy in Ukraine and to outline the prospects of public finance transformations under the impact of the COVID-19. To achieve this aim, the indicators of fiscal policy response to the pandemic in Ukraine are calculated and a comparative analysis of Ukraine’s public finance structure with the international patterns is undertaken. A moderate fiscal impulse and insufficient fiscal rescue package in Ukraine are shown. Moreover, the inconsistencies of anti-crisis fiscal policy instruments with the international best practice are revealed. Summarizing the available theoretical sources and recent applied research allows identifying the prospects of public finances transformations under the impact of the COVID-19 in a global context. Along with the obtained results of Ukraine’s fiscal sector analysis, these form the basis for shaping the fiscal policy response in Ukraine over the medium term. Proposals for public financing of Ukraine’s health care and educational sectors, of the social safety nets and infrastructures under the impact of the pandemic are developed. Offsetting measures from the expenditure and revenue sides of the budget are drawn up for closing the arising fiscal gaps.

  • Social integration of internally displaced persons in Ukraine: Problems and challenges for governing local communities

    This study aims to evaluate social integration and obstacles for internally displaced persons (IDPs) in local communities for further improvement of governing local communities regarding the integration of IDPs in new surroundings. The expert sample included 38 representatives of relevant authorities, scientists, NGOs, and volunteer organizations from 11 Ukrainian regions. The survey was conducted using the online questionnaire method via Google Forms. The results show the low participation of IDPs in most political and civil activities in new communities. The level of social integration according to these criteria is, respectively, 3.0 and 3.2 points out of 6 possible. At the same time, the level of economic integration (3.7 points) and integration into cultural and sports initiatives (3.6 points) are comparatively high, which are a feature illustrating the readiness to be involved in some kinds of activities in a new community. A significant result is also the fact that according to most signs of social integration, in the evaluations of experts, there are assessments of the activity of IDPs at a level that exceeds the activity of residents (6 points). Such results indicate the existence of a resource for developing communities due to the use of the potential of IDPs. This is especially characteristic of activities in counteraction to russian aggression, involvement in grant and project activities, search for opportunities for legal income, and support of social justice principles in labor relations.
