Displaced but not disconnected: the potential of scientific diaspora in the rebuilding of Ukraine

When war comes, it silences classrooms, shatters labs, and uproots entire lives. But what it cannot destroy is the knowledge people carry within them – resilient, determined, and driven by purpose. This is the story of Ukrainian science after February 2022. Not a story of loss, but of transformation. Not disappearance, but displacement, and determined reconnection. When russia launched its full-scale invasion, according to the rough estimation of the Ministry of Education of Science in Ukraine, over 5,000 Ukrainian scientists were forced to flee. Many were women with children. Most of them landed in Poland, Germany, the Czech Republic, the UK, the US, carrying not only their expertise but also the enormous weight of uncertainty. In that moment of war, something extraordinary happened. Ukrainian scientists abroad tried to find one another. The result is ukrdiaspora.nauka.gov.ua, a living map of Ukrainian researchers around the globe, open to those who want to collaborate with colleagues in Ukraine. The site has grown into a digital meeting place, a collaboration platform, and a symbol of scientific resistance. It is important to say that the Ukrainian Science Diaspora initiative has become global. As already mentioned, we initially looked for scholars, and then we began to identify diaspora scholar organizations. At the same time, other scholars approached us for advice on establishing such organizations in their host countries. There are currently 19 academic diaspora organizations in our network from 16 countries around the world. They are completely independent and operate within the norms and rules of the host countries. Their activities are mainly focused on the following areas: the integration of newly arrived Ukrainians into the research space of the host countries, as well as the promotion of Ukraine. Today, every Ukrainian researcher abroad is a science diplomat – they raise the Ukrainian question, fight against russian propaganda, and convince people and governments to continue standing with Ukraine.

The impact of the China-US tariff war on China and China’s countermeasures

Views: 326 Downloads: 146 TO CITE АНОТАЦІЯSince the start of the China-US trade dispute in 2018, the United States has imposed numerous sanctions against China, citing national security concerns and unfair trade practices, including the imposition of tariffs. In April 2025, the US escalated tariffs on Chinese imports to 34% and threatened to raise rates to 245%. These actions came amid increased reciprocal trade measures between the countries. This paper examines the historical origins and evolutionary trajectory of the tariff dispute. Employing literature analysis, data comparison, and qualitative analysis, it evaluates the negative impacts and adaptive changes on China’s economic trade, technology manufacturing, and social welfare. The study found that while China’s total trade value initially declined by 0.96% year-on-year in 2019, it achieved a V-shaped rebound, reaching a historical record of USD 6.25 trillion in 2022. The trade surplus with the US decreased by 28.6% by 2024, yet China’s overall trade surplus grew to a peak of USD 992.2 billion in 2024, driven by significant expansions with the EU, ASEAN, and Mexico. Furthermore, China’s semiconductor self-sufficiency rate increased from 5% in 2018 to nearly 30% by 2024. These shifts underscore China’s accelerated economic transformation toward domestic demand and innovation, exemplified by total retail sales exceeding 48 trillion yuan in 2024. The paper also discusses new trends in global order restructuring and analyzes China’s strategic responses. By adopting a tripartite model of “precision countermeasures, strategic resilience, and multilateralism”, the paper advocates safeguarding China’s national interests while maintaining stable development.

Abstract
This study aims to examine the role of international organizations in promoting academic integrity, analyzing how diverse cultural interpretations of scholarly ethics create challenges for standard consistency across borders and the mechanisms through which international bodies facilitate the coordination and standardization of integrity practices. A comparative approach examines academic integrity across different jurisdictions and cultural contexts, a multi-level analytical framework understands the organizational structure of academic integrity governance, and illustrative case studies demonstrate practical applications. The analysis identifies five interconnected components of academic integrity: educational, research, managerial, professional association, and publishing integrity. This study reveals a sophisticated five-level hierarchical system of academic integrity governance spanning from international organizations to individual practitioners. International organizations function as collaborative facilitators rather than rigid rule-makers, developing flexible frameworks that can be adapted to diverse cultural contexts while maintaining universal ethical principles. Significant variations exist between national approaches, with some countries implementing comprehensive legislative frameworks while others relying on cultural principles and institutional traditions. International organizations facilitate dialogue and consensus-building that transcends national boundaries while respecting institutional autonomy. The hierarchical governance system demonstrates that academic integrity assurance requires top-down coordination to establish consistent standards and bottom-up commitment to implement those standards. The strength of this system lies in its ability to maintain the universality of core ethical principles while allowing for cultural adaptation in implementation methods, ultimately ensuring that the fundamental commitment to honesty, originality, and fairness in scholarship remains constant regardless of cultural context or geographical location.Acknowledgment
